The Bihar cabinet has approved the development of the 336-km, six-lane Buxar–Bhagalpur Greenfield Expressway under the PPP model. The fully access-controlled corridor will pass through 12 districts—Buxar, Bhojpur, Arwal, Jehanabad, Gaya, Nalanda, Sheikhpura, Munger, Lakhisarai, Jamui, Banka and Bhagalpur. The project will be implemented by the Bihar State Road Development Corporation Limited (BSRDCL) under the Design-Build-Finance-Operate-Transfer (DBFOT) model. The cabinet has also given in-principle approval for BSRDCL to appoint consultants for preparing the Detailed Project Report (DPR) and a transaction adviser for project implementation.
The expressway is intended to improve east-west connectivity across Bihar, reduce travel time between Buxar and Bhagalpur, and support economic and commercial activity along the corridor. The state is also considering identifying land parcels around the route based on their economic, industrial and commercial potential, which could facilitate the development of economic activity along the corridor.
The project is reported to have an estimated cost of around ₹3,700 crore (US$386.7 million) and is proposed as a fully access-controlled Greenfield Expressway under the PPP/DBFOT-Toll framework.
