5 Rivers Heart Association (5RHA) has proposed partnering with the Punjab government to establish a medical college and university hospital under the PPP model in Nawanshahr, Punjab. The proposed institution is intended to combine medical education, advanced healthcare and research facilities. 

The facility is planned as the first phase of the proposed Panjab University Hospital and Institute of Advanced Medical Sciences, envisioned as a comprehensive university hospital and academic medical centre. The proposed development aims to integrate advanced patient care, medical education, research, innovation and healthcare workforce development within a single academic health system. According to 5RHA, the project would expand access to specialised healthcare services in Punjab while strengthening medical training and creating opportunities to attract global medical expertise and investment. 

The initiative is being led by 5RHA, with support from physicians, scientists, educators, healthcare leaders and members of the Punjabi diaspora in the US. The association has proposed collaborating with the Punjab government to advance the project and develop a sustainable institution focused on healthcare, education and research. 

At this stage, the proposal has been submitted to the Punjab government for consideration, so the project remains at the proposal stage rather than being a formally awarded PPP project. Further government consideration and discussions would be required before the project's implementation framework is finalised.
