The Brihanmumbai Municipal Corporation (BMC) Improvements Committee has sent back a proposal to transfer the operation and management of the SevenHills Hospital campus in Marol, Mumbai, to a private operator under a public-private partnership (PPP) model. The committee decided not to approve the proposal immediately after opposition corporators raised concerns about the timing, transparency, and terms of the proposed arrangement.
The proposal was part of BMC's plan to revive the 1,500-bed SevenHills Hospital, which has remained largely non-operational since 2018 following the collapse of an earlier PPP arrangement. The civic administration had identified Capri Global Holdings as the preferred private partner to invest in and manage the facility, to restore it as a major multi-specialty healthcare institution.
Opposition members from Congress and Shiv Sena (UBT) strongly objected to the proposal, arguing that the BMC should not hand over a significant public healthcare asset and valuable municipal land to a private entity. They questioned why the proposal was being pushed forward without wider scrutiny and sought clarification regarding the tendering process, especially after one of the bidders reportedly withdrew. Several corporators also referred to the failure of the previous SevenHills Hospital PPP model, which faced financial and contractual difficulties and eventually led to BMC taking control of the facility during the COVID-19 pandemic. They emphasized that lessons from the earlier experience should be considered before entering into another long-term agreement with a private operator.
The opposition further highlighted the hospital's critical role during the COVID-19 crisis, when it served thousands of patients. Members argued that the civic body is capable of managing the hospital independently and warned that privatizing SevenHills could create a precedent for similar moves involving other municipal hospitals in Mumbai.
