Campos do Jordão Railway Concession to Revitalize Historic Reino das Águas Claras Park

The Government of São Paulo, through its Secretaria de Parcerias em Investimentos (SPI), has launched a concession process for the historic Estrada de Ferro Campos do Jordão railway in Pindamonhangaba and surrounding areas, under which a future private concessionaire will renovate the railway and revitalize the adjacent Parque Reino das Águas Claras in the Vale do Paraíba region of São Paulo, Brazil. 

Reino das Águas Claras Park forms an important part of the shared heritage of Pindamonhangaba and the wider Paraíba Valley. Through the concession of the Campos do Jordão Railway (EFCJ), the historic 47-km tourist rail line in São Paulo State’s Vale do Paraíba region will be granted to a private operator together with its related cultural and leisure assets, including Reino das Águas Claras Park and the Railway Memory Museum. The future concessionaire will be responsible for the recovery, conservation, and maintenance of the park, which covers 38,000 square meters. Among the planned interventions are the renovation of electrical and hydraulic installations; containment of structures at risk of landslides; cleaning and maintenance of the banks and vegetation along the Piracuama River; and the restoration and preservation of works of art related to the world of Monteiro Lobato. Access to the park will be free, reaffirming its role as public property and a place for community and culture. 

With a term of 24 years, the concession for the Campos do Jordão Railway foresees investments estimated at R$ 315 million (US$60.4 million). Of this amount, R$ 7.7 million (US$1.4 million) will be allocated to revitalization efforts at the Reino das Águas Claras Park, including accessibility solutions for visitors, connections to public transport hubs, and external parking areas, always respecting urban and environmental guidelines. The project is designed as a package of investments focused on upgrading and refurbishing the Campos do Jordão Railway and enhancing the facilities that form its broader tourism and cultural hub. Covering a 47-km corridor, the scheme encompasses the rail line itself, Reino das Águas Claras Park, the Railway Memory Center, along with workshops, stations, and other cultural properties. The concession notice was issued on January 19, 2026, with the auction set to take place on April 29, 2026, at the B3 Stock Exchange in São Paulo.
