ProInversión has presented a new governance model backed by CAF – the Development Bank of Latin America and the Caribbean, in coordination with consulting firm Maximixe, to strengthen the Chancay–Callao logistics corridor in Peru.
The study outlines a governance framework that brings together planning, operations, regulation, and data management through a shared digital infrastructure. This approach aligns with the Public-Private Partnership (PPP) 5.0 model advanced by PROINVERSIÓN, facilitating the integration of projects, stakeholders, and systems within an interoperable, transparent, and scalable ecosystem. Ultimately, the initiative seeks to address the institutional and logistical fragmentation that currently constrains the corridor’s ability to achieve its full potential. The proposal is based on an assessment of existing gaps and bottlenecks along the Chancay–Callao corridor and is aligned with the strategic action lines of the Chancay Integrated Development Area (ADI). It follows a phased methodology that includes international benchmarking, stakeholder identification, institutional capacity evaluation, governance design, implementation instruments, a performance monitoring framework, and a training plan to support the gradual rollout of the model. The strategy brings together three interconnected pillars—institutional arrangements (orgware), physical infrastructure (hardware), and digital as well as regulatory processes (software)—conceived not as standalone efforts but as elements of a comprehensive public governance policy grounded in open standards, multi-tier coordination, interoperable systems, and public–private cooperation supported by measurable performance indicators.
This structure is designed as a unifying governance layer that distinguishes between political direction, technical management, and operational delivery, helping to align planning, investment decisions, day-to-day operations, and performance oversight across the logistics corridor. The study also highlights data governance and joint digital transformation as essential components, consistent with PROINVERSIÓN’s push to develop shared, standardized digital infrastructure for PPP projects under the 5.0 model, and with CAF’s territorial planning efforts aimed at enhancing logistics competitiveness and regional development in Peru.
