São Paulo’s New Schools PPP Project Makes Strong Progress as Majority of Units Reach Midway Mark

The New Schools Public-Private Partnership (PPP) in the State of São Paulo is making steady progress, with 14 out of 16 schools in Phase I under construction having surpassed 45% completion, indicating consistent advancement of the works.

The reported percentages reflect progress across all stages, from initial tasks like design and documentation to the ongoing construction activities. The Aguaí school leads in advancement, with 52.2 % of its construction completed, followed by São João da Boa Vista (48.8 %), Salto de Pirapora (48.3 %), and Leme (48 %). Under the PPP, a total of 33 new schools will be built across the state, organized into Eastern and Western lots. The 16 schools in Phase I are planned for delivery throughout 2026, expanding the state education network and demonstrating the Government of São Paulo’s commitment to providing more modern, welcoming learning environments. Construction is also advancing at the units in Itapetininga (47.6%); Limeira (46.2%); Atibaia (45.9%); Ribeirão Preto II (45.3%); Olímpia (45.2%); Araras (45.1%); São José dos Campos (45.1%); Jardinópolis (45%); Lins (45%); and Ribeirão Preto I (45%). Sertãozinho (44.9%) and São José do Rio Preto (44.8%) complete the group of schools under construction in this phase. 

The construction of 33 new schools (Phase I and Phase II) through PPP is focused exclusively on infrastructure and support services, covering construction, maintenance, upkeep and operation of non-pedagogical activities, with no interference in educational content. Services include building maintenance, security, cleaning, landscaping, meal preparation and other support activities essential to the operation of the units. In total, 29 municipalities will benefit, with the creation of nearly 35,000 new full-time places for the final years of elementary education and for high school in the state network. Total estimated investment amounts to R$ 2.1 billion (US$387 million) over the 25-year concession period, with half of the schools scheduled for delivery in 2026 and the remaining units by 2027.
