The Government of Jordan in partnership with the International Finance Corporation is set to develop a hazardous waste treatment facility on a brownfield landfill and the long-term operation of the treatment and disposal site under the Public-Private Partnership (PPP) scheme.

IFC will provide advisory services to the Ministry of the Environment to engage the private sector to clean-up and remediate the existing hazardous waste landfill, and build and finance new treatment facilities and operate the site in the long run. The selected concessionaire shall develop the new facilities through a phased approach over the term of concession to cope with the forecasted industrial and medical waste volume over the next few decades.

IFC will conduct a legal, technical, commercial, financial, environmental, and social (E&S) review of the Project to help develop a robust PPP transaction structure and appropriate risk allocation for the public and private sectors.

IFC is looking to appoint a Technical Consultant to:

  • conduct a technical, commercial, and E&S due diligence to assess the best options to structure the Project (Phase I);
  • help market the project to investors, prepare technical inputs to prequalification and tender documents, and assist in the negotiation as well as evaluate and select the winning bidder (Phase II).

The deadline for the submission of the interest is on October 19, 2019.
