Infrastructure Ontario (IO) and the Ministry of Tourism, Culture and Gaming (MTCG) have awarded a contract to EllisDon Civil Ltd. for the construction management services to re-align and extend the Combined Sewer Overflow (CSO) located at 955 Lake Shore Boulevard West for the Ontario Place Redevelopment Project.

IO and MTCG awarded the contract to EllisDon Civil Ltd. following a comprehensive open, fair and competitive procurement process launched in July 2025. The selection was based on an assessment of both the technical proposal and pricing, with the procurement process independently monitored by a third-party fairness advisor to ensure transparency. Construction is scheduled to begin this month, with the project expected to be completed by spring 2028. The works form part of the Ontario government's broader infrastructure programme to enable the long-term redevelopment and revitalization of Ontario Place. 

The scope of work includes:

• Upgrading the public spaces and creating new and expanded waterfront access.
• Restoring and enhancing the water’s edge and securing continuous public access throughout the site.
• Completing landscaping and site development work, including adding new structural amenities, attractions and features to enhance visitor experience and functionality of the site.

The first phase of the Ontario Place revitalization was completed in June 2017 with the opening of the 7.5-acre Trillium Park and the 1.3-km William G. Davis Trail. The project transformed a former surface parking lot into a vibrant waterfront park, providing visitors with expanded public green space and recreational amenities along Toronto's shoreline. The broader redevelopment programme is focused on delivering a long-term vision for Ontario Place through collaboration across all levels of government. The initiative aims to establish a redevelopment strategy that minimizes costs to the province while maximizing funding and investment opportunities from both public and private sector partners.

As part of this effort, Infrastructure Ontario has been responsible for evaluating a wide range of redevelopment options, leading the international Call for Development process to attract private sector partners, and negotiating commercial agreements with future tenants. The agency also works closely with government organizations and key stakeholders to secure the necessary statutory approvals and coordinate site preparation activities to ensure the property is ready for development. In addition, the redevelopment programme seeks to leverage private sector investment to optimize the site while delivering lasting public benefits. Infrastructure Ontario is also overseeing the procurement and delivery of major project components, including the new Ontario Science Centre, the public realm improvements, and the parking structure.
