Infrastructure Ontario (IO), along with the Ministry of the Environment, Conservation and Parks and the Ministry of Labour, Immigration, Training and Skills Development, has prequalified three proponents to design, build, finance and maintain the new Science Facility Complex located in Oakville, Ontario, Canada.
Teams were prequalified through a Request for Qualifications process that launched in September 2025. Selection criteria included design, construction and facilities management capability, relevant experience, qualified personnel and the financial capacity to undertake a project of this size and scope.
The prequalified teams and their prime team members are:
Fengate PCL Progress Partners
Amico Science & Technology
Technology and Nature Integrated Collaborative (Plenary/EBC)
A request for proposals (RFP) is expected to be issued to these prequalified teams in early fall 2026. Once submissions are received, IO, along with the Ministry of the Environment, Conservation, and Parks and the Ministry of Labour, Immigration, Training and Skills Development, will evaluate the proposals, select a preferred team and then negotiate a final contract. The successful team is expected to be announced in late 2027. A fairness monitor is overseeing the entire procurement process.
