Infrastructure Ontario, on behalf of Ontario's Ministry of the Solicitor General, has received proposals from EBC Inc., EllisDon Corporation, and Pomerleau Inc. to deliver the Quinte Detention Centre Expansion Project in Greater Napanee, Ontario, following the close of the Request for Proposals (RFP) process.
The RFP stage has closed for companies to submit their bids to deliver the Quinte Detention Centre Expansion Project. Following a fair, open and transparent Request for Qualifications (RFQ) process, four companies were shortlisted and invited to respond to an RFP in November 2025. Three companies have submitted their proposals by today’s deadline: EBC Inc., EllisDon Corporation, and Pomerleau Inc.
Over the next few months, submissions will be evaluated, and the successful company is expected to be announced in the fall of 2026, pending final approvals. A fairness monitor is overseeing the entire procurement process.
