Contract Awarded for Ontario Line Pape Tunnel and Underground Stations

Metrolinx has awarded a CA$4.32 billion (US$3 billion) Target Price Agreement to Pape North Connect to deliver the Ontario Line’s Pape Tunnel and Underground Stations (PTUS) contract in Toronto, Ontario, Canada.

Metrolinx and Infrastructure Ontario appointed Pape North Connect as the development partner in January 2024 after a competitive and transparent procurement process. Under a progressive design-build approach, the parties entered into a Development and Master Construction Agreement covering a development phase during which they jointly advanced the project’s design, cost estimates, schedule, early investigations and preliminary works.

With the development phase now complete and the relevant conditions finalized and approved, the project has progressed to a final Target Price Agreement. The target price represents a jointly agreed estimate of the overall capital cost of delivering the contract, giving Metrolinx greater certainty around cost, risk, scope and schedule. The Pape North Connect team includes Webuild Civil Work Inc., Fomento de Construcciones y Contratas Canada Ltd., Arcadis Professional Services (Canada) Inc. and AECOM Canada Ltd.

Scope of work for PTUS includes:

  • 3 km of twin tunnels underneath Pape Avenue between the Gerrard portal and the Minton portal/Don Valley Bridge
  • Two underground stations (Pape and Cosburn) and two tunnel portals
  • Three emergency exit/service buildings
  • A rail switch/crossover in the section of tunnel near Pape and Sammon Avenues
  • Interface with Line 2 TTC subway
