The PPP Center is requesting Expression of Interests (EOIs) to provide Project Preparation and Transaction Advisory Services for the Iloilo-Capiz-Aklan Expressway Project. 

The project preparation and transaction support services aim to achieve the following objectives:

• Undertake a business case assessment to evaluate the Project’s initial economic and financial feasibility.
• Carry out a comprehensive feasibility study should the Project proceed under a public-private partnership (PPP) framework.
• Develop the necessary bid and tender documents, provide advisory and transaction support to the DPWH, and help facilitate an efficient bidding process and contract execution through to the Project’s financial close if implemented as a PPP.

The Consultant’s scope of work is organized into seven phases, with each phase encompassing the requirements needed to achieve the Project’s overall objectives. These phases include: Project Inception; preparation of the Business Case; Feasibility Study and Project Structuring; assistance in obtaining approval from the relevant approving body; support in securing the Environmental Compliance Certificate (ECC) and Geological Review Report (GRR); preparation of tender documents and assistance throughout the PPP bidding process; and post-contract signing advisory and support services following the execution of the PPP agreement.
