The owner of the former Feltham Barracks site is seeking a development partner to deliver a £475 million (US$633 million) redevelopment scheme at Feltham, west London.
The Defence Infrastructure Organisation (DIO) plans to begin a procurement process to select a development partner for a mixed-tenure housing project on the former barracks site. The scheme will be delivered in collaboration with the London Borough of Hounslow and the Greater London Authority. The three parties have recently signed a partnership agreement to advance the site's regeneration. Historically, the location served as a War Office depot before later being linked to military intelligence activities.
Under the proposed arrangement, the DIO will appoint a private-sector development partner through a development agreement and will transfer the site once specified conditions are satisfied. The selected developer will be tasked with obtaining detailed planning approval, financing the scheme, and delivering the development in accordance with the landowner’s requirements. The DIO will remain responsible for handing over the site with vacant possession in line with an agreed timetable. The scheme is estimated to be worth £475 million excluding VAT and is scheduled to be delivered between May 2027 and December 2029.
Before launching the procurement process, the DIO is undertaking a market engagement exercise with affordable housing providers. The initiative is being facilitated by property consultancy Savills, which is serving as the DIO’s commercial adviser. Participating housing providers have been asked to comment on key aspects of the proposed development, including the commercial framework, masterplan approach, housing mix, factors influencing site value, delivery programme and procurement methodology. Individual meetings with interested parties are planned for late June 2026. Insights gathered through the engagement process may inform adjustments to the procurement strategy and commercial terms ahead of the formal tender release.
The DIO intends to issue the tender notice in September 2026.
