St. Johns County has issued a Request for Proposal to identify a private-sector development partner for the World Golf Hall of Fame Redevelopment at World Golf Village in Florida, USA.
St. Johns County has always owned the land beneath the Hall of Fame (HOF) building, and full ownership of the building itself reverted to the County when the ground lease ended in April 2024. The County did not contribute financially to either the purchase of the land or the construction of the HOF facility—those costs were covered entirely by the PGA. However, redevelopment and sale efforts have been complicated by privately held use restrictions affecting the former HOF building (now county-owned), the adjacent former PGA Production building, and surrounding parcels still owned by the PGA Foundation. In 2024, St. Johns County signed a Purchase and Sale Agreement to acquire the PGA Entertainment Building along with approximately 36 acres of surrounding land, including parking areas and a pond. However, the transaction was halted when the original developer refused to lift the existing use restrictions. Since these restrictions are privately held, any modification or removal requires a formal waiver from SJIT Land (formerly known as Fletcher Davis), the original developer of the St. Johns Development of Regional Impact (DRI). The County itself has no legal authority to alter or eliminate these private land use restrictions.
The procurement process is now under a formal anti-lobbying period, during which Jaimie Locklear, the County’s Purchasing Director, is the designated single point of contact. The selection will occur in two phases—initial shortlisting followed by a final award decided by the St. Johns County Board of County Commissioners. Qualified and interested Proposers are invited to submit sealed proposals in compliance with the instructions outlined in the RFP document to the St. Johns County Purchasing Department at 500 San Sebastian View, St. Augustine, FL 32084. Proposals are due by 2:00 PM Eastern Time on July 31, 2025.
