EMAE has won the public bidding process conducted by the Government of São Paulo, in partnership with the São Paulo Investment Partnerships Program and SEMIL, to operate and manage Parque Bruno Covas along the Pinheiros River in São Paulo, Brazil, under a new 48-month public-private management model focused on maintenance, security, sustainability, and visitor services.
The company will oversee the operational management of the park for a 48-month term, covering an approximately 8.2-km stretch along the western bank of the Pinheiros River. Although managed by a private partner, the park will continue to operate under State supervision and will remain public, free, and accessible to all visitors. Under the qualified use permit model established by state regulations, the private operator assumes responsibility for the administration, operation, maintenance, and coordination of activities within the park area.
The proposal investments are aimed at enhancing visitor support services, expanding leisure infrastructure, and promoting urban revitalization initiatives, while maintaining environmental conservation, urban mobility, and the long-term operational sustainability of the park. The initiative seeks to reinforce the park’s importance as a destination for recreation, sports, culture, and community engagement by improving safety standards and overall visitor experience. From 2021 to 2024, Parque Bruno Covas welcomed more than 5.4 million visitors, highlighting the growing demand for a more effective and sustainable management approach for the area.
The new management framework provides for integration with the Muralha Paulista program and the Smart Sampa monitoring network, enabling real-time supervision by public security authorities in São Paulo. The initiative is designed to enhance preventive security measures, accelerate emergency response capabilities, and improve the protection of park visitors. Additional safety enhancements include the installation of fencing along the Marginal Pinheiros boundary, the implementation of a comprehensive asset protection strategy, routine patrol operations, and the establishment of a monitored entrance gatehouse.
