The Government of São Paulo, through the Secretariat for Investment Partnerships (SPI), has opened the public consultation for the proposed concession of use of the Constâncio Vaz Guimarães Sports Complex, known as the Ibirapuera Complex, and the Mário Covas Olympic Village, located in the Raposo Tavares Highway area, both managed by the State of São Paulo’s Secretariat of Sports.

It is worth emphasizing that the initiative is being overseen by authorities responsible for safeguarding historical, cultural, and environmental heritage, and it adheres to the preservation rules governing the group of structures within the Ibirapuera Complex, as well as the usage regulations for the Mário Covas Olympic Village. The proposal follows a concession-of-use model, and the public consultation is intended to collect input from society to refine the project while ensuring active public participation. 

For the Ibirapuera Complex, located in a strategic area of the city, the project considers the provision of spaces for sports practice and cultural activities, in a planned manner and compatible with the characteristics of the site. The complex covers an area of approximately 91,800 m², and the proposal under study seeks to qualify and expand its use, preserving its public and sporting vocation, while improving infrastructure, expanding access and diversifying activities for the population.

The Mário Covas Olympic Village, located in an area of 174,000 m², is expected to receive investments to optimize the existing structure and expand the range of sports activities offered to the local community. The project also provides, for the unit, the implementation of a sports initiation program aimed at developing and directing athletes to high-performance sports training centers.

Among the expected benefits at both units are the recovery and modernization of existing structures; expanded public access to sports and leisure activities; improved maintenance, safety and sustainability conditions; and greater appreciation of public sports facilities. During the public consultation, society may submit suggestions and recommendations to improve the proposal. The documents and participation guidelines will be available from March 23, 2026, on the SPI website.
