IFC Seeks Technical Consultant for 220-Bed Lviv Hospital PPP in Ukraine

The International Finance Corporation (IFC), in partnership with the City of Lviv, has invited expressions of interest from technical consulting firms to support the tendering and procurement of a private partner for a 220-bed surgical hospital PPP project in Lviv, Ukraine.

The City of Lviv has sought assistance from the International Finance Corporation (IFC) and the Global Infrastructure Facility (GIF), members of the World Bank Group, to develop a 220-bed surgical hospital in Lviv under a public-private partnership (PPP) model. The project aims to attract a private sector partner to finance, build and maintain the hospital. The PPP is expected to follow a private finance initiative (PFI) structure, under which the private partner will not be responsible for providing clinical services. IFC’s PPP Transaction Advisory team is acting as the lead transaction adviser to the City of Lviv, supporting the structuring and implementation of the project and managing a competitive tender process to select a qualified private investor.

The Project Feasibility Study has been completed, and the project is now set to enter the tendering stage. The key steps in the procurement process will include:

  • Preparation of tender documentation, including the Request for Qualification (RFQ), Request for Proposals (RFP) and other required documents.

  • Conducting the prequalification process and shortlisting qualified bidders.

  • Inviting prequalified bidders to submit their technical and financial proposals.

  • Evaluating the submitted proposals, conducting negotiations and finalizing the PPP Agreement with the selected private partner.

The Technical Consultant will operate under the direction and supervision of IFC and will be responsible for reporting to IFC on all aspects of the assignment and its deliverables. The City of Lviv has engaged a local technical consultant/architect, whose expertise and services will be available to the Technical Consultant throughout the assignment. In addition, IFC has appointed separate legal consultants who will work under IFC’s supervision and coordinate closely with the Technical Consultant for the duration of the project.
