Infrastructure Ontario (IO), in partnership with Windsor Regional Hospital (WRH), has issued a Request for Proposals (RFP) for Contract 1 of the Fancsy Family Hospital Project in Windsor, Ontario, Canada. The contract covers the development of a five-storey Diagnostic and Treatment Block, which will form a major component of the new hospital. The project will be delivered through Infrastructure Ontario’s Design-Build-Finance-Maintain (DBFM) model, under which the selected private-sector team will be responsible for designing, constructing, financing and maintaining the facility.
The Diagnostic and Treatment Block will serve as the main public entrance and clinical centre of the new hospital, accommodating most outpatient services and key public areas. Planned facilities include emergency and trauma services, a Regional Trauma Centre with a helipad, a Regional Cancer Centre, surgical services, critical care, a cardiac catheterization laboratory, diagnostic imaging, laboratory services and pharmacy facilities. The block will also accommodate Women’s and Children’s Services, including maternal and newborn care, paediatrics and a Neonatal Intensive Care Unit. A central utility plant will also form part of the development.
The procurement process began with a Request for Qualifications (RFQ) issued in January 2026, through which Infrastructure Ontario and Windsor Regional Hospital shortlisted teams based on their experience, technical capabilities and financial capacity. Following this prequalification stage, two teams have been invited to submit detailed proposals for the contract.
The first team is EllisDon Infrastructure Healthcare (EDIH), led by EllisDon Capital Inc. Its team includes Parkin Architects Ltd. as the design consultant, EllisDon Corporation as the construction contractor and EllisDon Facilities Services for facilities management. EllisDon Capital Inc. will also act as financial adviser. The second team, Windsor Health Infrastructure Partners (WHIP), is led by Plenary Americas LP. Its design team comprises B+H Architects, while Sacyr Canada Inc. and Amico Major Projects Inc. will undertake construction. Johnson Controls Canada LP will provide facilities management, with Plenary Americas LP serving as financial adviser.
The Diagnostic and Treatment Block is part of the wider Fancsy Family Hospital development, which is being delivered in three phases. The first phase comprises enabling works, including an Education and Administration Centre, a parking garage and supporting site infrastructure. The third phase will involve a separately procured inpatient tower, currently planned as a nine-storey building. Once completed, the new hospital will consolidate acute care services currently provided at Windsor Regional Hospital’s Ouellette and Metropolitan campuses, expanding healthcare capacity and access to specialized services across the Windsor-Essex region.
