The Bureau of Immigration has issued an invitation for comparative proposals with interested private firms to submit competing offers for the Civil Aviation and Immigration Security Services (CAISS) project in the Philippines.
CAISS is a comprehensive, end-to-end border control solution intended to strengthen the Bureau’s border management and security functions. It is designed to help authorities handle passenger processing more efficiently while improving their ability to identify, assess, and categorize individuals who may be considered subjects or persons of interest. The system covers four major components of border control and management: physical or civil infrastructure, technological systems and equipment, operational processes for border control, and data analytics to support monitoring, risk assessment, and decision-making. Through its Pre-qualification, Bids and Awards Committee (PBAC), the Bureau is inviting qualified local and international entities to submit competitive proposals for the design, development, training, operation and maintenance, and eventual transfer of the CAISS project. The project will be implemented under an initial 20-year concession period in line with the Comparative Challenge Process for unsolicited proposals as provided under the PPP Code and its Implementing Rules and Regulations (IRR).
