The Zamboanga City Special Economic Zone Authority and Freeport (ZCSEZA) declared the bidding for the PHP14.82-billion (US$249 million) San Ramon Newport Project in Zamboanga City, Philippines, a failure after no prospective proponents submitted pre-qualification documents by the January 7, 2026, deadline.
In July 2025, ZCSEZA announced a call for interested parties to pre-qualify and submit bids for the design, financing, construction, operation and maintenance of the San Ramon Newport Project, which is intended to become the primary trade, commercial and industrial hub of the Zamboanga Peninsula (Region 9) and the first freeport in Mindanao. The project was structured as a build-operate-transfer (BOT) public-private partnership with a 35-year concession, including a four-year development phase, and was expected to begin operations in 2030.
With a land area of around 23 hectares in Barangay Talisayan, Zamboanga City, the project included the construction of an inland berth facility and harbor basin, a container berth and south breakwater cum south berth, continuous roll-on/roll-off ramp and north berth, port back-up areas including a road network, parking, and open areas; buildings and other support facilities, and utilities.
