Jordan has reissued the prequalification tender for the development of the Jaber Border Crossing, the principal land crossing between Jordan and Syria. The project will be implemented through a public-private partnership (PPP) under a Design, Build, Finance, Operate and Maintain (DBFOM) model.
The project seeks to modernize and expand the Jaber Border Crossing to improve operational efficiency, enhance services for passengers and freight operators, and ensure the efficient movement of vehicles and trucks between Jordan and Syria. According to the ministry’s announcement, reviewed by Al-Mamlaka, the private-sector partner will undertake the project’s design, construction, financing, operation and maintenance under a public-private partnership agreement. The scope of work includes upgrading and modernizing existing infrastructure, alongside developing additional facilities and essential support services.
The tender process will be conducted in two stages. The first involves receiving prequalification applications from interested companies and entities, assessing their qualifications and selecting a shortlist of applicants. The second stage will be limited to qualified applicants, who will be invited to submit technical and financial proposals to compete for implementation of the project. Interested applicants were invited to obtain the prequalification documents by contacting the designated project email address, identifying the applicant and submitting a copy of the company’s registration certificate.
The ministry noted that it retains the right to modify, suspend or cancel the prequalification process at any stage. It also clarified that reissuing the tender does not commit the authorities to awarding a contract for the project’s implementation. The ministry set 4 p.m. on Tuesday, November 10, 2026, as the final deadline for submitting prequalification applications, in accordance with the requirements and procedures specified in the tender documents.
