Lancashire County Council has invited bids from qualified charge point operators to deliver a 15-year concession to design, install, operate, manage, and maintain a countywide public electric vehicle charging infrastructure network across Lancashire, England, under the UK Government's Local Electric Vehicle Infrastructure (LEVI) programme.
The programme is designed to accelerate the rollout of accessible public charging facilities across Lancashire, particularly for residents who do not have access to private driveways or off-street parking. The project supports the UK's transition to low-emission transport by improving the availability, convenience, and reliability of EV charging infrastructure. The selected operator will be responsible for delivering an end-to-end charging solution, including site development, electrical installation, network operation, maintenance, customer support, and long-term asset management. The procurement follows a Competitive Flexible Procedure and is intended to attract experienced providers capable of delivering a large-scale, sustainable charging network.
The project is supported by £10.111 million from the LEVI Capital Fund and an additional £400,000 from the LEVI Pilot Fund for the deployment of lamppost-integrated charging solutions. While the final number of charging units will depend on the successful bidder's proposed technology and deployment strategy, Lancashire's long-term demand forecasts indicate that the county may require at least 11,000 charging sockets by 2035 to support the expected growth in electric vehicle ownership. Tenderers are therefore encouraged to propose innovative and scalable solutions that maximise both public benefit and private investment. The estimated contract value is approximately £2.32 billion (including VAT), reflecting the long-term concession and operational scope of the project.
