UK Launches Consultation on Heathrow Third Runway Expansion

The UK government has launched a public consultation on proposals that would pave the way for the expansion of Heathrow Airport, marking a significant step toward the construction of a long-debated third runway. The consultation seeks public and stakeholder feedback on a revised policy framework that will guide future planning decisions for the airport's expansion. 

The consultation focuses on updating the Airports National Policy Statement (ANPS), the key planning document that sets out the government's policy on airport expansion in England. The revised framework would establish the conditions under which Heathrow's expansion could proceed, including requirements related to environmental protection, climate commitments, noise reduction, air quality, and support for local communities. Once the consultation concludes, ministers will review the responses before deciding whether to present the updated policy to Parliament for approval.

According to the government, expanding Heathrow would strengthen the UK's position as an international aviation hub by increasing passenger capacity, improving global connectivity, and supporting trade and investment. Officials estimate the project could create around 60,000 local jobs and generate up to £42 billion in long-term economic benefits. Despite the projected economic gains, the proposal remains highly controversial. Environmental groups, local authorities, and community campaigners have raised concerns about increased aircraft noise, worsening air quality, higher carbon emissions, and the impact on nearby residents. Independent assessments commissioned by the government have also warned that some adverse effects—including health impacts, disruption to communities, and environmental damage—may not be fully mitigated even if additional safeguards are introduced.

The consultation does not grant final approval for Heathrow's expansion. Instead, it represents an early stage in the decision-making process. After reviewing public feedback, the government will determine whether to adopt the revised policy statement. If Parliament approves it, Heathrow would still need to secure detailed planning consent and meet all statutory environmental and regulatory requirements before construction of a third runway could begin.
