Lucknow Shooting Range Set for US$21.7 million Redevelopment Under PPP Plan

The Uttar Pradesh government has approved the redevelopment of the Chandrashekhar Azad Shooting Range in Sarojini Nagar, Lucknow, with the Lucknow Development Authority (LDA) set to work with a private partner under a Public-Private Partnership (PPP) model to modernise and operate the facility.

Spread across 44 acres, part of the shooting range land has been earmarked for commercial utilisation as part of the redevelopment proposal. The facility was built in 2008 with an approved budget of ₹37.14 crore (US$4 million), out of which ₹18.88 crore (US$2 million) was disbursed. It was developed by the Lucknow Municipal Corporation (LMC) on its own land. However, due to inadequate upkeep over the years, the complex gradually fell into disrepair. The LDA has now been tasked with selecting a private partner to finish the remaining construction work and oversee the range’s operations. The LDA will draft a comprehensive action plan for the project’s redevelopment and initiate the process of selecting a private partner under the PPP model to make the facility functional. An international-standard shooting complex will be established over 36.85 acres, and municipal land will also be retrieved and integrated into the project.

As per the Detailed Project Report (DPR) prepared by Design and Design Services, the overall cost of redevelopment has been pegged at ₹197.28 crore (US$21.7 million). The proposal includes the construction of a hostel within the complex. The current 25-metre and 50-metre shooting ranges will be dismantled and rebuilt at a new location inside the campus, while select 10-metre ranges will also undergo necessary upgrades and alterations.
