Bengaluru Solid Waste Management Limited (BSWML) has issued a ₹30,000-crore (US$3.31 billion) PPP tender to appoint a single concessionaire to build and operate integrated solid waste management facilities across north and south Bengaluru, where the selected operator will handle end-to-end waste collection, processing and disposal under the city’s new single-operator model.
As part of the project, the concessionaire will receive roughly 100 acres in both north and south Bengaluru to establish integrated waste treatment facilities. These plots have already been earmarked, including sites at Terra Farms near Yelahanka in the northern region. The successful bidder will oversee the full chain of wet, dry, and animal waste management — from collection at transfer stations to processing, disposal, and long-term operations and upkeep. BSWML will provide foundational infrastructure support, but end-to-end operational control and accountability will lie solely with the concessionaire.
Organic waste will be converted into biogas, compost, and power, with bidders free to choose their preferred technologies as long as they adhere to the Solid Waste Management Rules, 2016. The operator will also be allowed to market the manure produced from processing wet waste to farmers. Recyclable dry waste must be recovered as much as feasible, while the residual non-recyclable portion will be disposed of in landfills that the concessionaire must locate, build, and operate. Door-to-door waste collection using auto-tippers will continue to be handled by civic bodies up to the compactor units and transfer stations. Beyond those points — including secondary transport, treatment, and final disposal — full responsibility passes to the concessionaire. The project encompasses waste produced within the Greater Bengaluru Authority (GBA) boundaries as well as across the broader Bengaluru Urban district.
