The Government of São Paulo has published the administrative concession notice for the New Campos Elíseos Administrative Center, with an estimated investment of over BRL 5.4 billion (US$996 million).
Located in the Campos Elíseos neighborhood, the project includes the revitalization of the area surrounding the Palácio dos Campos Elíseos, the restoration of 17 heritage-listed buildings, and a more than 40% expansion of green space in Princesa Isabel Park. The ground floors of the buildings will include approximately 25,000 m² for retail, services, and communal areas. The project plans to centralize state secretariats and agencies currently spread across more than 40 buildings in the city. The new structure will accommodate around 22,700 civil servants, distributed across seven buildings and ten towers. The complex will also feature a theater, auditoriums, multipurpose rooms, and other spaces.
The concession will be structured as a Public-Private Partnership (PPP) with a 30-year contract. The selection criterion will be the highest discount offered on the maximum annual payment, which is set at BRL 824.3 million (US$152 million). The winning concessionaire will be responsible for implementing, managing, maintaining, and operating the complex throughout the contract term. The bid submission session is scheduled for October 6, 2025, with the opening of proposals set for October 10, both to be held at the B3 headquarters in downtown São Paulo.
