The Public–Private Partnership (PPP) Committee of Kenya has formally rejected the feasibility study (Project Development Report) for the proposed Usahihi Expressway (Nairobi–Mombasa Expressway), ruling that it failed to meet the required standards under Section 43(11)(c) of the PPP Act, 2021.
The Nairobi–Mombasa Expressway Project, branded as the Usahihi Express and estimated to cost KES468 billion (US$3.6 billion), was planned as a 419-km, four-lane highway linking Nairobi and Mombasa. The initiative was launched as a public–private partnership (PPP) by Everstrong Capital, a U.S.-based infrastructure investment firm. In December 2023, Everstrong received approval to advance to the Project Development and Feasibility Study phase, with the Kenya National Highways Authority (KeNHA) appointed as the contracting authority. The expressway was anticipated to significantly benefit travelers between Nairobi and Mombasa by cutting travel time from 10 hours to around five, thanks to a proposed speed limit of up to 120 km/h. Everstrong Capital suggested a toll-based revenue system, with heavy commercial vehicles required to use the road—these were projected to generate up to 75% of the total toll revenue.
