New concession for multibillion highway operation in Brazil

The National Land Transportation Agency (ANTT) has announced a public hearing for the new concession for the Presidente Dutra Highway. The current concessionaire´s CCR NovaDutra term for highway operation expires in 2021.

The current concession of BR-116 / RJ / SP (Nova Dutra) is 402 km long and connects the two largest metropolitan regions of the country (São Paulo and Rio de Janeiro). The highway is also the main link between the Northeast and the South of the country, cutting 34 cities. The average daily volume of vehicles is approximately 42 thousand. It is the largest road concession in the country in terms of daily traffic volume.

The new concession will consist of a 30-year operation of the highway system, infrastructure and public service recovery, operation, maintenance, monitoring, conservation, improvement implementation, capacity expansion, service level maintenance and user safety.

The scope of the new concession will be modified. The concession will be increased to 598.5 km and will include the stretch of BR-101 between the cities of Ubatuba (SP) and Itaguaí (RJ), known as the Rio-Santos Highway.

Among the main improvements foreseen are the construction of a new climb track, with viaducts and a tunnel for the Serra das Araras stretch, the implementation of 337.2 km of additional lanes and 68.2 km of marginal roads in BR -116 / SP / RJ and 231.1 km of duplication and 3 tunnels on BR 101 / SP / RJ, as well as several devices for uneven passage, walkways and wildlife passes.

New concession is estimated at BRL 17 billion (USD 4,23 billion) in investments and BRL 15.4 billion (USD 3,83 billion) in operating costs over the concession period.

The first public hearing is scheduled for January 13 in Brasília. The meeting on January 15 will be held in Rio de Janeiro. And the meeting on January 17 - in São Paulo.

The tender notice will be published after the studies have been approved by the Federal Court of Audit.
