The Provincial Government of Oriental Mindoro (PGOM), Philippines, is undertaking the Oriental Mindoro Transport Terminal project through a PPP arrangement. The project involves the operationalisation, maintenance and improvement of the existing government-owned transport terminal located in Barangay Sta. Isabel, Calapan City, Oriental Mindoro. The provincial government, through its Pre-qualification, Bids and Awards Committee (PBAC), has invited interested local and foreign private-sector companies to participate in competitive bidding for the project.
Under the proposed contractual lease arrangement, the selected private partner will be responsible for financing the terminal’s operationalisation, maintaining the facility and implementing efficiency enhancements. The five-year PPP contract will cover terminal operations, lease payments and associated contractual liabilities. The private partner will pay lease rentals to the provincial government for using the government-owned facility, while revenues will be shared according to a fixed 80:20 ratio.
The procurement process is being conducted in accordance with the Philippines’ Public-Private Partnership Code and its implementing rules and regulations. The bidding documents are scheduled to be made available from 27 November to 11 December 2026, with bid submissions due on 3 February 2027. The project aims to improve the management and efficiency of transport terminal services in Oriental Mindoro while leveraging private-sector financing and operational expertise.
