The Bases Conversion and Development Authority (BCDA) has invited private-sector challengers to submit comparative proposals for the New Clark City Water Supply and Wastewater Project in New Clark City, Tarlac, Philippines, following an unsolicited proposal from K-Water and Maynilad.

The New Clark City (NCC) Water Supply and Wastewater Project is being pursued by the Bases Conversion and Development Authority (BCDA) to establish an efficient and modern water supply and wastewater facility in New Clark City, Philippines. The project is intended to improve water services in the city and meet international standards. BCDA received an unsolicited proposal on January 29, 2026 from Korea Water Resources Corporation (K-Water) and Maynilad Water Services, Inc. under a Joint-Venture Agreement scheme. Following detailed evaluation and negotiations, BCDA granted the proponents Original Proponent Status (OPS), making their proposal subject to a Comparative Challenge.

Under the proposed structure, the joint-venture special purpose corporation will construct, operate and maintain non-public utility project assets. It will also construct public utility assets, which will be leased to a qualified operator responsible for their operation and management. The project assets are to be transferred to the Government at the end of the 25-year concession period, subject to extension. BCDA has now invited other private-sector parties to participate in a 90-day, two-stage Comparative Challenge. Interested challengers must first demonstrate their legal, technical and financial qualifications. Those that qualify will proceed to the technical proposal stage, followed by evaluation of their financial proposals.

The financial evaluation will identify the challenger offering the lowest initial tariff for the first 12 months following the start of the operation and maintenance period as having the most superior comparative proposal. The original proponents will then have 30 calendar days to match or better that financial proposal. If they match or provide a proposal that BCDA determines to be superior, or if no challenger participates, the contract will be awarded to the original proponents. To participate, challengers must pay a non-refundable PHP 1 million (US$15,970.6) participation fee and submit the required confidentiality undertaking and proof of authority. Qualification documents must be submitted by October 20, 2026, at 10:00 a.m. at the BCDA office in Bonifacio Global City, Taguig City.
