Peruvian Government Awards PPP Contract to Improve HEVES Hospital Operations

The Peruvian government, through ProInversión on behalf of the Ministry of Health (MINSA), has awarded a co‑financed public–private partnership (PPP) to Ortiz Construcciones y Proyectos S.A. (Peru branch) for the operation and maintenance of the new Villa El Salvador Emergency Hospital (HEVES).

The “Operation and Maintenance of the New Villa El Salvador Emergency Hospital – HEVES” project aims to ensure the hospital operates efficiently by fully restoring its infrastructure, replacing both medical and non-medical equipment, and overseeing all non-clinical support services—commonly referred to as “non-clinical” or “gray coat” services. Under a pay-for-performance model, the private operator will be responsible for delivering essential functions, including food service, laundry, cleaning, security, facility maintenance, logistics, technology support, equipment oversight, and IT incident management.

The awarded contract is expected to deliver both immediate and long-term benefits, including enhanced quality of non-medical hospital services, shorter response times caused by equipment or infrastructure issues, more efficient hospital operations, greater public trust in the healthcare system, and strengthened readiness of a key hospital to serve as an emergency and disaster response center. Additionally, the private operator is required to certify trained personnel, maintain backup staffing, and meet strict standards for safety, mental health support, and operational performance. Following the award, an 18-month pre-operational period will begin, during which the hospital's current condition will be verified, the infrastructure will be rehabilitated, and the equipment will be replaced. Operations are scheduled to begin in Q1 of 2027, with a 14.5-year operational management period.
