PPP Center Extends ICAEx Transaction Advisory Bid Submission to August 7, 2026

The Public-Private Partnership (PPP) Center of the Philippines, through its Special Bids and Awards Committee, has issued Bid Bulletin No. 3 to the shortlisted consultants for the procurement of Project Preparation and Transaction Advisory Services for the Iloilo–Capiz–Aklan Expressway (ICAEx) Project, extending the proposal submission deadline and updating the schedule at the PPP Center in Quezon City, Philippines.

The first amendment concerns the proposal's validity period. Under the original RFP, proposals were required to remain valid for 120 calendar days after the submission deadline, up to 14 November 2026. Since the submission deadline has been extended, the validity period has also been adjusted so that proposals must now remain valid until 5 December 2026. This ensures that the procuring entity has sufficient time to complete the evaluation and award process while the submitted proposals remain binding on the consultants.

The bulletin also revises the deadline for submission of proposals. Instead of the original deadline of 17 July 2026 at 10:00 AM (Philippine Standard Time), consultants are now required to submit their proposals by 7 August 2026 at 10:00 AM through the designated email address (cs-016@ppp.gov.ph). The requirement to simultaneously submit a hard copy of the Technical Proposal to the Asian Development Bank (ADB), addressed to Karola Lepasaar, Public Sector Specialist, remains unchanged. This extension provides shortlisted firms with approximately three additional weeks to finalize their technical and financial proposals.

As a consequence of the extended submission deadline, the public opening of the Technical Proposals has also been rescheduled. The opening, originally planned for 17 July 2026 at 2:00 PM, will now take place on 7 August 2026 at 2:00 PM at the 11th Floor, Cyberpod Five, Eton Centris, EDSA corner Quezon Avenue, Quezon City, Philippines. Similar to the original arrangement, the opening will be conducted in a hybrid format, allowing consultants to participate either in person or virtually through Microsoft Teams, with the meeting link to be provided before the event. Shortlisted consultants are therefore expected to use the additional time wisely and ensure that all submission requirements are completed before the revised deadline. Furthermore, all prospective bidders are encouraged to regularly monitor the PPP Center's official website for any additional updates, advisories, or bid bulletins related to this procurement.
