The PPP Center of the Philippines issued the bulletin as part of the procurement process for the proposed cancer center at the University of the Philippines–Philippine General Hospital (UP-PGH). The notice formally records that the bidding process did not result in a successful award. The announcement follows earlier bid bulletins for the project, including General Bid Bulletin No. 26 issued in April 2026. 

The project is intended to develop a specialized cancer treatment and healthcare facility within the UP-PGH complex in Manila through a public-private partnership. The PPP structure is intended to bring private-sector financing, development and operational expertise into the delivery of the facility, while supporting UP-PGH's role as a major public teaching and referral hospital.

The failure of bidding does not necessarily mean that the project has been cancelled. Rather, it indicates that the procurement exercise did not meet the conditions required for a successful award. The implementing authorities may therefore need to determine the appropriate next steps, which could include revising procurement conditions, reassessing the project structure, or launching another procurement process, subject to applicable Philippine PPP rules.
