The PPP Center has amended the bidding provisions for the procurement of project preparation and transaction advisory services for the Iloilo-Capiz-Aklan Expressway Project (ICAEx) in the Philippines.

The Amended Provision in Bid Bulletin No. 6 introduces several changes to the bidding process for the ICAEx. The amendments mainly clarify the rules for electronic submission of proposals, extend the deadline for submitting proposals, and reschedule the public opening of Technical Proposals. The PPP Center maintains the requirement that consultants must submit their proposals electronically using only the email account or address to which the Request for Proposal (RFP) documents were issued. However, the amended provision adds an exception for situations where that designated email account is expected to be inaccessible at the time of submission. In such a case, the consultant’s authorized representative must notify the SBAC Secretariat in writing at least two days before the submission deadline and nominate an alternate email address through which the proposal can be submitted.

Under the amended provision, the new deadline is August 11, 2026, at 10:00 AM Philippine Standard Time. Proposals must continue to be sent to cs-016@ppp.gov.ph, while consultants are also requested to submit a hard copy of the Technical Proposal to the Asian Development Bank (ADB), addressed to Karola Lepasaar, Public Sector Specialist, Public Sector Management and Governance Division, ADB, Mandaluyong City.

The opening of the Technical Proposals has likewise been rescheduled. The original opening was set for August 7, 2026, at 2:00 PM, but the amended provision moves it to August 11, 2026, at 3:00 PM. The venue remains the Public-Private Partnership Center, 11th Floor, Cyberpod Five Eton Centris, EDSA corner Quezon Avenue, Quezon City. The opening will continue to be conducted in a hybrid format through Microsoft Teams, allowing consultants to participate either in person or online. The online meeting link will be provided to consultants before the opening date.
