The Subic Bay Metropolitan Authority (SBMA) has issued Bid Bulletin No. 2 for the Subic International Airport Project, notifying prospective challengers of a further revision to the schedule for issuing the Instructions to Challengers (ITC) and other tender documents. The notice was released by the Pre-Qualification, Bids and Awards Committee (PBAC) under the directive of the Office of the Chairman and Administrator.
According to the bulletin, the issuance of the ITC, Project Information Memorandum and other tender documents has been rescheduled from June 17, 2026, as announced in Bid Bulletin No. 1, to June 30, 2026. The revised timeline is intended to allow additional time for refining the project's technical specifications, financial parameters and contractual framework before the documents are made available to bidders. SBMA said the extension is aimed at ensuring the integrity of the Comparative Challenge process and providing an equal opportunity to all prospective challengers. It noted that no party would be disadvantaged by the postponement because the tender documents had not yet been released. The schedule amendment has been made in accordance with the Implementing Rules and Regulations (IRR) of Republic Act No. 11966, also known as the PPP Code of the Philippines.
The bulletin further states that all procurement milestones dependent on the issuance of the tender documents will be adjusted accordingly. A revised baseline timeline will be included in the Instructions to Challengers once released. The ITC, Project Information Memorandum and other tender documents will be published on the SBMA website and through the project's Virtual Data Room (VDR), with prospective challengers advised to monitor official channels for further announcements.
