Wirral Council is seeking a Development Partner to deliver a 100% affordable housing scheme on two cleared brownfield sites adjacent to Wallasey Town Hall, as part of the Wallasey Town Hall Quarter Masterplan. The project focuses on the former North and South Annexe sites, totaling approximately 1.164 acres, with potential for around 80 residential units.
The North and South Annexes, once used as council offices, were demolished in early 2024 after being declared surplus to requirements. These cleared sites, totaling approximately 1.164 acres, are central to the Wallasey Town Hall Quarter Masterplan, which envisions a revitalized area featuring high-quality, affordable housing and enhanced community spaces. The Council's Local Plan identifies Seacombe as a priority area for regeneration, and the Wallasey Town Hall Quarter Masterplan, adopted in late 2024, provides detailed guidance on future developments, including building heights and materials. The plan aims to facilitate diverse residential projects and create opportunities for commercial and retail growth, contributing to job creation and economic development in the region.
The competitive flexible procedure will formally begin with a tender notice anticipated to be published on 11 July 2025. The contract is scheduled to run from 1 January 2026 to 31 March 2027. Lambert Smith Hampton Group Limited is acting as the Council’s commercial and property advisor, with legal support from Bevan Brittan LLP.
