PROINVERSIÓN Receives Bid for US$317 Million San Borja Children’s Hospital PPP

The Private Investment Promotion Agency (PROINVERSIÓN) received the technical and economic proposal for the comprehensive management of the operation and maintenance of the infrastructure and equipment of the National Institute of Child Health of San Borja (INSN-SB) under the PPP modality.

The prequalified bidder, Concesionaria de Proyectos de Infraestructura Sucursal del Perú, submitted both Envelope No. 2 and Envelope No. 3. Envelope No. 2 includes the sworn declaration, bid validity and seriousness guarantee, and the technical proposal, while Envelope No. 3 contains the financial offer. The technical submission will now be reviewed by the Technical Commission designated by the Pro Social Committee. Meanwhile, the financial proposal was sealed during the public ceremony and placed under the custody of a notary public.

With an estimated investment of US$317 million and a 17-year contract, the private operator will be responsible for financing and setting up the infrastructure and equipment, as well as operating and maintaining "grey coat" and "green coat" services that cover a range of services in both the clinical field and the maintenance of the infrastructure and equipment. In the "gray coat" area, the private operator will be responsible for the maintenance of the infrastructure and equipment, ensuring the "availability" of these assets. A key aspect of the new contract is that the private operator will be responsible for replacing hospital equipment throughout the contract's duration, guaranteeing continuous technological upgrades and greater efficiency. The private operator will also be responsible for providing food services, laundry and linen services, cleaning and pest control, waste management, security, and surveillance, ensuring an optimal environment for patients and staff. Within the "green coat" area, the private operator will be responsible for providing sterilization and clinical pathology services.
The National Institute of Child Health in San Borja is a national and Latin American reference center specializing in cardiovascular surgery, neurosurgery, transplants, neonatal care and burn treatment, with 241 hospital beds, 59 Intensive Care Unit (ICU) beds and six Neonatal Intensive Care Unit (NICU) beds.
