PROINVERSIÓN to call a public tender to provide drinking water to 1.2 million people in Lima

The Private Investment Promotion Agency (PROINVERSIÓN) announced that in July 2025 it will call for an International Public Competition for the concession to execute the project "Headwater and Conduction Works for the Supply of Drinking Water for Lima - Phase 1: Treatment and Primary Distribution", which will benefit families in the eastern and southern areas of Metropolitan Lima: Ate Vitarte, Santa Anita, La Molina, Pachacamac-Manchay and Cieneguilla (upper part).

This project will provide reliable drinking water access to over 1.2 million Lima residents lacking adequate service through new treatment, transport, and storage infrastructure. As part of a national strategy, it aims to reduce service gaps caused by rapid urban growth, climate change, and limited distribution networks. The project is being promoted by PROINVERSIÓN on behalf of the Ministry of Housing, Construction, and Sanitation (MVCS) and SEDAPAL, for concession through a Public-Private Partnership (PPP). The estimated investment in the project is US$476 million (excluding VAT). To achieve its objective, this socially relevant project for Metropolitan Lima envisions a private investor designing, building, operating, and maintaining the following components:

  • Drinking water treatment works, through the Huachipa II Plant of 5 cubic meters per second (m3/s), in two stages of 2.5 m3/s each;
  • Main pipeline works, through the 26 km South Branch pipeline;
  • Complementary storage and primary distribution works, through five compensation reservoirs and 66 km of interconnection lines that will connect to SEDAPAL's existing distribution system.
The investor is also expected to operate and maintain the existing 5 m3/s Huachipa I Plant. With the execution of the project and its described components, the following direct benefits are expected to be achieved:
  • Provide drinking water service to new users and improve service continuity for existing users in Metropolitan Lima.
  • Improve the efficiency of Lima's water supply system by reducing pumping and re-pumping.
  • Significantly reduce the use of underground water sources to take advantage of them during times of shortage.
  • Contribute to the achievement of national objectives of universal access to drinking water.
The total term of the concession will be 30 years.
