Peru’s Private Investment Promotion Agency (ProInversión) and the Ministry of Housing, Construction, and Sanitation (MVCS) have officially declared the execution and concession of the Cajamarca Wastewater Treatment Plant (PTAR).
This co-financed Private Investment Initiative (IPC), with an estimated total cost of US$283 million (excluding VAT) for investment, operation, and maintenance, was put forward by FCC Aqualia, S.A. The project will be carried out under a Public-Private Partnership (PPP) model, where the selected concessionaire will be responsible for designing, financing, building, operating, and maintaining the infrastructure required for the proper treatment and disposal of wastewater in the city of Cajamarca. With the construction, operation, and maintenance of the Cajamarca WWTP and the La Victoria collector, as well as the new Mashcón collector, an efficient and sustainable wastewater treatment and disposal service will be provided for the city of Cajamarca and three towns in the Baños del Inca district, benefiting 365,000 people.
The project's implementation will enhance public health by reducing contamination in the Mashcón and Cajamarca rivers. Additionally, it will promote local economic growth and tourism while laying the groundwork for future initiatives involving the reuse of treated wastewater and sludge. The Peruvian government, through the Ministry of Housing, Construction, and Sanitation (MVCS), will provide full co-financing for the investment and partially cover operational and maintenance expenses temporarily. The concession for the Cajamarca wastewater treatment plant will last 26 years from the date the contract is signed, with the possibility of extension under applicable laws and regulations.
Public entities have a 90-day period (approximately until late September 2025) to express interest in participating. If no other bidders come forward, the concession may be awarded directly to the original proponent, FCC Aqualia, S.A., following standard legal procedures.
