Request for Qualifications issued for new Science Facility Complex in Oakville

Infrastructure Ontario, along with the Ministry of Environment, Conservation, and Parks and the Ministry of Labour, Immigration, Training and Skills Development have issued a Request for Qualifications (RFQ) for teams to design, build, finance and maintain a new Science Facility Complex located in Oakville, Ontario, Canada.

This project is a new Science Facility Complex that will permanently replace the Ministry of the Environment, Conservation and Parks’ (MECP) facility at 125 Resources Road and the Ministry of Labour, Immigration, Training and Skills Development’s (MLITSD) temporary facility at 6295 Northam Drive (formerly at 81A Resources Road). The new government-owned complex will bring together the ministries’ existing operations into a single, modern, science and laboratory facility that will strengthen Ontario’s capacity to deliver on critical mandates of protecting the environment, public health, and safety.

The facility is being designed with flexibility and adaptability in mind, featuring laboratories, science workshop areas, and offices that can accommodate current needs while allowing for future expansion. By bringing operations together under one roof, the project creates co-location efficiencies that streamline workflows, enable the sharing of specialized equipment, and strengthen emergency preparedness through integrated response capabilities. Its future-ready infrastructure is intended to support emerging economic sectors and safeguard both public health and the environment by enabling advanced monitoring of radiological substances, environmental pollutants, and live viruses. In addition, the development emphasizes sustainability, with adaptable workspaces and a design that targets Silver-level LEED certification to deliver measurable environmental benefits.
