The Ministry of Defense (MoD), in collaboration with the National Center for Privatization & PPP (NCP), has announced the launch of the Expression of Interest (EOI) and Request for Qualification (RFQ) phase for the Riyadh Administrative Office Project for MoD personnel.
The project will be developed through a Public-Private Partnership (PPP) model under a Design, Build, Finance, and Maintain (DBFM) contract. The contract term will extend for 27.5 years, after which the project will be transferred to the Ministry. Located in North Riyadh, the project covers approximately 52,793 square meters and will accommodate about 4,500 employees, with 3,200 dedicated parking spaces. The private sector partner will be responsible for the design, construction, and maintenance of the office buildings and supporting infrastructure, as well as coordinating with stakeholders and obtaining the required permits from the government. The project aims to establish a high-quality, sustainable work environment that aligns with modern design standards. Interested investors should submit their Statement of Qualification (SOQ) by June 3, 2025, at 3:00 p.m. KSA time.
