The Government of São Paulo approved the results of the bidding process, confirming EMAE as the new operator of Bruno Covas Linear Park in São Paulo under a 48-month management agreement.
Empresa Metropolitana de Águas e Energia S.A. (EMAE) has been selected to manage Bruno Covas Linear Park after winning a qualified use permit tender organized by the State Secretariat for Investment Partnerships (SPI) in partnership with the Secretariat for Environment, Infrastructure and Logistics (Semil). Under the 48-month agreement, EMAE will oversee the operation, maintenance and administration of the 8.2-km park along the western bank of the Pinheiros River, while the park will remain state-owned, publicly accessible and free to visitors. The qualified use permit transfers responsibility for managing and organizing activities at the site to the private partner under defined performance standards and contractual obligations.
The new management model aims to enhance Bruno Covas Linear Park as a destination for recreation, sports, cultural activities and community engagement by improving safety and visitor services. The park welcomed more than 5.4 million visitors between 2021 and 2024, highlighting the need for a more efficient operational framework. Under the new arrangement, surveillance cameras will be integrated with the Muralha Paulista and Smart Sampa monitoring systems, enabling real-time oversight by São Paulo's public security authorities to improve prevention and emergency response. The plan also calls for expanded visitor amenities, including food, leisure and support services, while adhering to the park's environmental and urban planning requirements. The initiative is intended to deliver a safer, better-organized and more attractive experience without changing the park's public ownership or free access.
