São Paulo government extends deadline for public consultation on the concession of urban parks

The São Paulo State Government has extended the public consultation period for urban parks until August 18. The goal is to increase participation in contributions to the administrative concession project for six urban parks located in the city of São Paulo. Coordinated by the Secretariat of Investment Partnerships (SPI), the initiative is part of the Investment Partnerships Program (PPI-SP) and focuses on upgrading the infrastructure, operation, and maintenance of these green spaces.

The units included in the project are currently managed by the Parks Coordination Office, linked to the Secretariat of Environment, Infrastructure and Logistics (SEMIL). They are: Dom Paulo Evaristo Arns Youth Park, Belém Manoel Pitta State Park, Tietê Ecological Park (Engenheiro Goulart Center, Maria Cristina Hellmeister de Abreu Center and Itaim Biacica Center), and Engenheiro Antônio Arnaldo de Queiroz e Silva Park (Vila Jacuí Leisure Center). The proposed concession model outlines a 30-year agreement involving over R$144.7 million (US$26 million) in investments, with R$60.4 million (US$11 million) allocated for the initial four years. Planned enhancements include upgrading current infrastructure, expanding recreational spaces, adding sports facilities, and introducing new services aimed at enhancing the user experience and quality of life. The concessionaire's compensation may also involve an annual public payment of up to R$23.7 million (US$4 million), contingent on meeting specific targets and performance benchmarks. 

The project requires accessibility features such as ramps, suitable restrooms, signage in visual, tactile, and audible formats, and transportation solutions for individuals with limited mobility. From an environmental standpoint, it incorporates initiatives like rainwater harvesting, solar power, energy-efficient lighting, and waste management strategies that emphasize recycling and composting. The public tender is anticipated to be launched by the end of the second half of the year. It will include procurement guidelines favoring local suppliers with environmental certifications. Additionally, the selected concessionaire will be responsible for implementing an environmental education program that highlights the parks’ natural, historical, and cultural significance. A key feature of the project is the restoration and reopening of the Aquatic Complex at Tietê Ecological Park, which has been closed since 2013. Addressing a long-standing request from the public, the renewed space will offer pools for leisure, sports, and children's activities. The complex will also feature new sports courts, a running track, and additional recreational amenities. Located in the East Zone and designed by Ruy Ohtake, the park—ten times the size of Ibirapuera—was originally inaugurated in 1982.
