São Paulo Opens First PPP School Under “New Schools” Program

The Government of the State of São Paulo delivered its first public school built in partnership with the private sector in Águaí, Brazil, under its New Schools public–private partnership program.

The opening of EE José Theodoro de Moraes took place on the third day of the 3D Caravan in the Campinas region and signaled a new approach to investing in educational infrastructure in the state, emphasizing efficiency, quality, and increased school capacity. The facility features a modern, accessible design with amenities such as a cafeteria, a fully equipped kitchen, a covered courtyard, social areas, and a multi-sports gymnasium, along with restrooms and changing rooms adapted for people with disabilities. Overall, the school has been planned to enhance teaching and learning by providing spaces that support students’ development.

Construction started in June 2025 as part of the East Lot of the New Schools PPP. The project involves an estimated investment of R$ 2.1 billion (US$421 million) over a 25-year concession period, with half of the schools expected to be completed in 2026 and the rest by 2027. This model enables faster delivery of construction and more efficient building maintenance, while educational oversight remains with the Secretariat of Education. The New Schools PPP includes plans for 33 schools across 29 municipalities, generating thousands of new full-time student places. Overall, the initiative establishes a higher standard of infrastructure in the state system, with schools that are more modern, secure, and equipped to meet evolving educational needs.

The 3D Caravan is a program by the Government of São Paulo that travels across different regions of the state to roll out public policies built around three core priorities: development, dignity, and dialogue. It aims to strengthen collaboration with municipalities by delivering investments and initiatives tailored to local needs, helping improve residents’ quality of life. The Caravan also underscores the government’s commitment to a more connected and responsive approach, grounded in listening to citizens and engaging with local leaders. At each stop, officials visit municipalities and announce concrete measures in areas such as health, education, housing, infrastructure, and public safety.
