Saudi Arabia Launches RFQ for 11-Year National Digital Waste Management Platform PPP

Saudi Arabia has launched the Request for Qualification (RFQ) process for the development and operation of a National Platform for Waste Management under a public-private partnership (PPP) model.

The project will be procured under an 11-year Design, Build, Finance, Operate, Maintain and Transfer (DBFOMT) agreement. The selected private-sector partner will be responsible for creating and financing a nationwide integrated digital platform for waste management, as well as operating, maintaining and transferring the system.

The platform will offer a comprehensive suite of digital services, structured around seven core business applications and 27 functional modules. Its capabilities will cover user and stakeholder management, customer categorization, licensing, electronic waste tracking through e-manifests, regulatory reporting, data analytics, marketplace functions and smart-contract solutions. 

The system will facilitate centralized data collection, reporting, compliance oversight and stakeholder coordination across Saudi Arabia’s waste-management value chain. The contract will also include the ongoing operation, enhancement and maintenance of the platform, as well as ensuring service quality over the 11-year contract period. The project has attracted strong private-sector interest, with 123 local and international companies submitting expressions of interest.

The National Centre for Waste Management (MWAN), in collaboration with the Ministry of Environment, Water and Agriculture (MEWA), the National Centre for Privatisation & PPP (NCP) and the Environment Fund (EF), has launched the request for qualification (RFQ) process. Interested bidders are required to submit their qualification applications by 4 October 2026.
