Brazilian authorities canceled the auction for the São Borja-Santo Tomé International Bridge due to a lack of bidders.
The project -requiring a US$ 99 million investment over 25 years- sought to modernize the 15.62 km structure with upgrades like new access lanes, parking areas, and improved lighting. The bridge handles 23% of commerce between Argentina and Brazil by linking the city of São Borja in the state of Rio Grande do Sul with the municipality of Santo Tomé in the Argentine province of Corrientes. The bridge is the result of a 1989 binational agreement.
The auction was suspended by an order from Brazil's federal audit court TCU after Ponta Negra Soluções Logísticas e Transportes, a local company and one of the interested parties, raised concerns about inconsistencies in the contract notice, including discrepancies in the traffic estimates used to calculate the contract fee. The reserve price for the concession was established at US$40.8 million, with total capital and operational expenditures projected at US$99 million over the 25-year term. The contract encompasses a 15.6-kilometer corridor, which includes the 1.4 km bridge itself and its connecting access roads. Inaugurated in 1997, the bridge is presently managed by Mercovía, the only binational bridge under a concession agreement. That contract is set to expire in August and cannot be renewed without a new bidding process. The bridge handles approximately 23% of trade between Brazil and Argentina and 40% of trade between Brazil and Chile.
