Standard Communities broke ground on Joyfield Towns at German School, an $88 million affordable housing development in South Richmond, Virginia, on October 20, 2026. The project will deliver 234 newly built three- and four-bedroom townhomes designed to provide quality housing for working families. Located at 250 East German School Road, the development is the third community under Standard Communities’ Joyfield Living initiative, which focuses on providing modern homes at affordable rents. Construction is underway, with completion expected in approximately 23 months.

The development aims to serve households earning between 50% and 60% of the area median income. For a four-person household, this corresponds to an annual income of approximately $56,750 to $68,100. According to the developer, eligible families at the upper end of this income range are expected to pay monthly rents of $1,653 for a three-bedroom townhome and $1,836 for a four-bedroom unit. These rents compare with reported market rents of $2,800 and $3,000, respectively, helping reduce housing costs for families who need larger homes.

The project is being delivered through a public-private partnership involving Standard Communities, the City of Richmond, the Richmond Redevelopment and Housing Authority (RRHA), and Virginia Housing. Funding combines federal Low-Income Housing Tax Credits, tax-exempt bonds issued by RRHA, and financing from Citibank and U.S. Bank. The City of Richmond is also supporting the development through its Housing Trust Fund and Affordable Housing Performance Grant, bringing together public resources and private investment to expand the supply of affordable housing.

RRHA has committed more than $25 million in project-based rental vouchers over 15 years to support eligible households. Of the 234 townhomes, 62 will receive project-based rental assistance through a Section 8 contract with RRHA. This assistance is intended to improve access to housing for qualifying families, particularly those requiring larger units. The long-term commitment is a key component of the project's affordability strategy.
