Tameside Metropolitan Borough Council’s Executive Cabinet has approved the procurement of a developer partner to deliver the Ashton Regeneration Partnership in Ashton-under-Lyne, Greater Manchester, UK.
Tameside Metropolitan Borough Council (the Council) and Greater Manchester (GM) have designated the Ashton Growth Corridor—which includes Ashton Town Centre, St Petersfield, and the Ashton Moss employment area—as a key priority for promoting growth and advancing the goals of the Tameside Inclusive Growth Strategy 2021-26. This area is also part of the GM Eastern Growth Cluster, one of six strategic Growth Locations across Greater Manchester. To help achieve these objectives, the Ashton Growth Corridor has been designated as a GM Mayoral Development Zone (AMDZ). The AMDZ is a strategic partnership involving the Council, the Greater Manchester Combined Authority (GMCA), and key partners such as Homes England and Transport for Greater Manchester (TfGM), aimed at driving inclusive growth. It focuses on the main development opportunities within St Petersfield, Ashton Moss, and Ashton Town Centre.
In May 2025, the Council’s Executive Cabinet approved the procurement of external consultancy and technical support, funded through the Greater Manchester Growth Locations Programme, to explore a potential Ashton Regeneration Partnership model. By combining development opportunities at St Petersfield and other Town Centre sites, a single Ashton Regeneration Partnership could be established, capable of regenerating significant parts of the Town Centre. The next phase of this consolidated project will involve a thorough standalone procurement process to appoint a private sector development partner able to deliver the regeneration vision set out by the Council and the AMDZ Board for Ashton Town Centre. The Ashton Regeneration Partnership work is being coordinated by CBRE (property advisors), LDA Design (urban design), and Curtins (transport and parking), with Hive L&P managing the project and Mills & Reeve providing specialist legal guidance.
