The Defence Infrastructure Organisation (DIO), in partnership with the Ministry of Defence (MoD), the London Borough of Hounslow and the Greater London Authority (GLA), has launched a £475 million (US$633.6 million) tender to appoint a development partner for the redevelopment of the former MOD Feltham Barracks site in Feltham, West London, UK.
The development agreement is valued at approximately £475 million excluding VAT, with the total estimated value rising to £570 million including VAT. Interested parties must submit requests to participate by 11:59 pm on 3 December 2026, and clarification questions are due by 20 November 2026. The successful development partner will be responsible for obtaining detailed planning consent, arranging the necessary project financing and delivering the redevelopment scheme. DIO will transfer ownership of the site once the conditions specified in the development agreement have been fulfilled and will provide vacant possession in line with an agreed handover programme. The procurement covers a development agreement that includes residential development, property disposal, and construction-related activities, as outlined in the tender classifications. The estimated £475 million represents the value of the overall development agreement rather than a standalone construction contract. No main construction contractor has been selected or appointed at this stage.
The site has been declared surplus to the Ministry of Defence's operational requirements. In a representation submitted to the examination of Hounslow's Local Plan in April, DIO identified the site as covering approximately 12.06 hectares and currently occupied by the Defence Geographic Centre. The existing estate comprises specialist Ministry of Defence buildings, areas of hardstanding, playing fields and Feltham House, a Grade II-listed building formerly used as an officers' mess. The process of closing the operational site is already underway, paving the way for its future redevelopment. Hounslow's latest Local Plan transport evidence identifies a capacity of 1,370 homes for Site Allocation 64, designated as MOD Feltham. This figure represents the current housing allocation specifically for the former military site and should be distinguished from the broader regeneration targets set out under the Future Feltham programme, which covers a much wider area of the town.
The wider Future Feltham Investment Framework envisages the delivery of approximately 3,000 homes, 9,200 jobs and 25,000 sq m of commercial space across Feltham. Hounslow Council currently estimates that the programme represents around £950 million in investment, with more than 1,500 homes already completed or progressing through the development pipeline. The council anticipates that the development-partner procurement process will conclude in summer 2027. The development agreement is expected to run from 1 September 2027 to 1 September 2032. Following its appointment, the selected development partner is expected to prepare a comprehensive site masterplan and submit the necessary planning application. Site clearance and enabling works could commence from spring 2028 as the Ministry of Defence completes its relocation and releases the land for redevelopment. The first phase of construction and development is subsequently anticipated to begin in 2029.
