The London Borough of Brent has taken a significant step towards completing the regeneration of South Kilburn in north-west London by approving the appointment of Ballymore Limited as its preferred single delivery partner. On 12 October 2026, Brent Council’s Cabinet approved the proposed contract award, subject to satisfactory finalisation of the contract terms and completion of the preferred-bidder stage. The partnership is intended to accelerate the remaining phases of the long-term regeneration programme and coordinate development across multiple sites.

The programme aims to deliver at least 1,600 additional mixed-tenure homes over the next 10 to 15 years, including affordable housing, alongside commercial and retail space, community amenities, social infrastructure and improved public spaces. The development is designed to create a more integrated neighbourhood, providing modern, energy-efficient homes and better facilities for existing and future residents. Improvements to parks, open spaces and pedestrian-friendly public areas also form part of the wider regeneration vision.

The contract has an estimated value of approximately £1 billion, reflecting the projected scale of the development opportunity rather than a guaranteed payment to Ballymore. The procurement was conducted through a competitive flexible procedure, with three bids reported. The published award information gives a planned contract start date of 1 March 2027 and an initial term running to February 2037, with the possibility of extensions under the original procurement arrangements. The regeneration programme has already delivered, or has under construction, a total of 1,954 homes, including 1,239 social-rent homes, and 933 council tenants have moved into new homes through the programme. Existing improvements include a medical centre, pharmacy, affordable workspaces, public spaces and children's play areas. Further community facilities are planned at the Granville and Carlton Centres, including a nursery, family wellbeing centre, community halls, a café and space for local businesses and organisations.
